A whip in my experience. A thin whip can be an order or magnitude more painful than a cane.

Everybody going with the cane huh, A bullwhip in the right hands can cut right down to the bone. plenty of videos around of pro whip crackers cutting through full soda cans or a complete deck of cards, you don't see anything like that being done with a cane. Plenty of people getting fooled by videos of Cruel Amazons and the ilk. My Mistress does the same amount of damage in 40 - 50 lashes from her whip in what it seems to take them to do with a couple hundred ,what a joke.
