Underdog: My guess would be that some need hourly reminders because one, they either do not understand what they read in the rules or they just select to ignore the rules. Even with out this particular rule common sense, which is sorely lacking in the world's society these days, would tell you "DO NOT GIVE AWAY ANOTHER PERSONS CONTENT WITHOUT COMPENSATING THE OWNER OF SAID CONTENT". Asking permission of the owner would be nice. Without common sense people just can't function intelligently.
